After the Janandolan of 2062 BS, Bipanna Nagarik Ausadhi Upachar Kosh was created to provide financial assistance to people suffering from difficult and costly diseases. Cardiovascular diseases, cancer, renal failure, Alzheimer’s disease, Parkinson’s disease, head and spinal injuries and Sickle Cell Anaemia, are among the diseases covered under this programme. Bipanna Nagarik Ausadhi Upachar Kosh was started in 2066/67 BS to increase access in health services by providing support to the bipanna (impoverished people) for the treatment of selected chronic diseases. The guideline for the program was developed in 2067 and was implemented from the same year under the name Bipanna Nagarik Aushadhi Upchar Kosh Nirdeshika. In addition, the program was developed to support the marginalized population for the treatment and also had set the criteria to categorize the population but there is no evidence or evaluation whether the support program is able to address the target population in practice. As a result, a population-based scientific evaluation of the program is needed. This research will assist us in comprehending the current state of the ongoing Bipanna Nagarik Aushadhi Upchar program of the government in Nepal.


To assess the treatment utilization pattern, associated challenges and sustainability issues of the chronic diseases support program (Bipanna Nagarik Ausadhi Upachar Kosh), and describe the perceived effectiveness of the patients enrolled in the program.
